Birth certificate in Rajasthan

Every birth in Rajasthan is registered on the Pehchan portal. If it is reported within 21 days, the certificate is free. Here is what to do for a hospital birth, a home birth, or a late registration.

The short answer

  • Born in a government hospital, CHC or PHC: the hospital is the sub-registrar and registers the birth on Pehchan within 21 days.
  • Born in a private hospital: the hospital reports it on Pehchan; the registrar of the area where the hospital is registers it and issues the certificate.
  • Born at home: the head of the family, or the nearest relative, must tell the local registrar within 21 days.
  • Download the certificate from pehchan.rajasthan.gov.in with an OTP on the registered mobile. The first copy is free.

Who is the registrar

  • Villages: the Gram Sevak / ex-officio secretary of the gram panchayat.
  • Towns and cities: the Registrar (Birth-Death) at the municipality, municipal council or municipal corporation.

Home birth: apply online, step by step

  1. Open pehchan.rajasthan.gov.in and click आमजन - आवेदन प्रपत्र भरें (citizen application form).
  2. Read the guidelines and choose जन्म प्रपत्र के लिए (birth form).
  3. Fill in the details and send the application to the registrar of the area where the birth happened. Enter your email to get the signed certificate by email.
  4. Save the password shown during the application; you need it to make changes.
  5. Print the application and take it, with the original documents, to the registrar within 15 days. Otherwise the application is treated as cancelled.

The citizen online form is only for births that did not happen in a hospital. You can also apply at any e-Mitra kiosk or through the Pehchan mobile app.

Registering late

  • 21 to 30 days: the registrar registers it with a small late fee.
  • 30 days to 1 year: written permission is needed, from the block nodal officer (birth-death) in rural areas or the district registrar in urban areas, plus an affidavit.
  • More than 1 year: permission from an executive magistrate (District Collector, Sub-Divisional Officer or Tehsildar).

For the permission, keep ready: your affidavit in two copies with a photo, your identity document, the parents' Aadhaar (or other ID), and witnesses' affidavits with their ID. Confirm the current procedure with your registrar before you prepare papers.

Adding the child's name

A birth can be registered without the child's name. Add the name free within one year using आवेदन - बच्चे का नाम जोड़े on Pehchan or at e-Mitra. After that it can be added with a small fee up to 15 years from registration; the law has no provision after 15 years.
